Political Prisoners attacked at La Picota jail

A complaint was filed by the Eduardo Umaña Mendoza Legal Brigade before Mr. Brigadier General Jorge Luis Ramírez Aragón, general director of the National Penitentiary and Prison Institute - INPEC - against the Director of the La Picota Prison and the INPEC Guard for the events that occurred On Friday, November 10, 2017, when dozens of political prisoners were brutally crushed after a raid on the cells at dawn hours.

According to Dr. Uldarico Flores, director of the Legal Brigade and defender of Human Rights, who conduct an emergency visit in response to the urgent appeal of political prisoners said: “prisoners have narrated us they were brutally attacked, beaten, their belongings were destroyed. The balance of the raid is more than 70 injured and repression measures, including several of them in the UTE ".

In the complaint the Human Rights Defender denounces that these attacks are violating the constitutional principle of human dignity and the human rights of persons deprived of liberty recognised by our constitution and the law, especially the set of basic principles for the protection of persons subjected to any form of detention or imprisonment and basic principles for the treatment of prisoners, adopted by the General Assembly of the United Nations UN.

The group of political prisoners belonging to the People’s Revolutionary Alternative Force - FARC party who are awaiting the order of release by the authorities, reported the serious situation of violation of the Human Rights in Courtyard 4 of La Picota Prison, in the south of Bogotá from 5:30 in the morning, when elements of the INPEC custody and surveillance body entered to violently assault the inmates of both the FARC and the National Liberation Army - ELN.

"They destroyed medicines for the terminally ill, razed mattresses and the infrastructure of the pavilion destroying and stealing belongings of political prisoners”, said the prisoners, adding: “A meeting was held with the director Ricaurte and delegates of the prisoners of the patio 4 where investigations and sanctions for such an attack were requested. A working group will be set up to evaluate the investigations”.

The members of the humanitarian commission announced that they will request the National Government to guarantee respect for political and social prisoners and guarantee the corresponding investigations. They also informed that they will go to the control authorities and the guarantor countries of the peace process with the FARC and the ELN as well as the United Nations so that they can pronounce on these serious violations of the treatment of persons deprived of their liberty.
