?MR. VICE-PRESIDENT: IT IS THE GOVERNMENT WHO IS AGAINST A REGULARIZATION OF WAR?

This morning in Havana, Cuba, comandante Pablo Catatumbo, representing the peace delegation of the FARC-EP, replied to the vice-President of Colombia, Angelino Garz?n, who in recent days suggested establishing some minimum requirements for a humanitarian agreement between the national government and the FARC-EP.

The FARC reminded Colombia's vice-President that since the talks began, the guerrilla movement proposed the signing of a bilateral ceasefire, as part of a regularization of war with bilateral obligations, in order to ensure a peaceful environment in the country while the dialogues were being developed in Havana.

The insurgency added that this initiative has been rejected by senior civilian and military spokesmen, who, in turn,

          "fuel the armed confrontation and increase violence against social and popular movements".

The FARC-EP repeated that despite the fact that Angelino Garzon's proposal has to be further developed, it was received positively. The guerrilla movement reaffirmed its willingness to reach a treaty for the regularization of war, including a bilateral cease-fire, but also other elements that have been proposed by various social and political sectors of Colombia, such as the issue of paramilitarism.

The FARC has presented important initiatives during the present peace talks like the proposal for a bilateral ceasefire or a Commission on the truth of the history of the Colombian internal conflict
