Today, the Delegations of the National Government and the FARC-EP release, for the information of the Colombian people, all joint drafts of what we have agreed to date at the Conversation Table, referring to items 1, 2 and 4 of the Agenda of the General Agreement of August 2012: "Towards a New Colombian countryside: Comprehensive Rural Reform", "Political Participation: Democratic Opening for the construction of peace" and "Solution to the Problem of illicit drugs".
The Government and FARC-EP delegations report that from the end of the exploratory phase up to date, the preparatory contacts and meetings for the public installation of the Conversation Table in Norway continued.
Joint Communiqu? # 3 of the National Government and the FARC

1. The delegates of the National Government and the FARC-EP have agreed to continue the technical meeting to finalize details of the citizen participation mechanisms, between November 15 and 18.
The delegations of the Government of the Republic of Colombia and the Revolutionary Armed Forces of Colombia-People's Army ? FARC-EP) report that:
In compliance with the General Agreement for the termination of the conflict and the construction of a stable and long lasting peace, they have agreed to set in motion the first participation space of the peace process, by convening the Forum called Comprehensive Agricultural Development Forum (Territorial Approach), to be held in Bogot? on December 17, 18 and 19.
The delegations of the Government of the Republic of Colombia and the Revolutionary Armed Forces of Colombia-People's Army - FARC-EP) report that:
In compliance with the General Agreement for the termination of the conflict and the construction of a stable and long lasting peace, they have agreed to set in motion the website of the Table, in order to facilitate the publication of the joint communiqu?s and other information coming from the Table, as well as to open the virtual participation spaces set forth in the Agreement. The website, whose domain will be www.mesadeconversaciones.com.co, will start operating on December 7, 2012, moment as of which a broad information campaign will be broadcast via public and private media: television, radio, press and others, to promote the timely participation of all interested parties.

The delegations of the National Government and the FARC-EP received yesterday the second delegation of victims in Havana. We want to thank them for having shared their stories and opinions with us. Just like the testimonies of the first 12 victims who came here some weeks ago, this second visit was essential to enrich the discussions of the fifth item on the Agenda, strengthening this process and the agreements we may reach on the matter.

Today they have received the proposals made by civil society that were presented and discussed in the forums promoted by the Senate and the House of Representatives? Peace Commissions during the past months of October and November, which were supported by the United Nations in Colombia and forwarded by the governing boards of the mentioned Peace Commissions.

Throughout these days we have advanced in the discussion of item one of the Agenda of the General Agreement, ?Comprehensive Agricultural Development Policy?, in search for solutions to contribute to the development of the Colombian rural areas and to overcome rural inequality. Within the framework of the direct consultations set forth in the Agreement, the opinions of experts and people linked to the rural sector were heard.

In the framework of the discussions on the first item of the Agenda - Comprehensive Agricultural Development Policy with a territorial focus - a thorough analysis of the issue regarding access to land was addressed, finding rapprochements between the delegations on eradicating rural poverty and achieving a transformation of rural reality through comprehensive programs to democratize access to land, programs which should be sustainable, normalize and provide legal security to ownership, and guarantee the well-being of the highest number of peasants and the rural population.
