FARC National Political Council Press Release

The National Political Council of the People’s Alternative and Revolutionary Force (FARC) rejects the smearing media campaign and personal attack that uses the issue of sexual violence against our comrades as a battle horse. It is no coincidence that the calumnies increase as the dissemination of our message for the construction of an inclusive country with social justice expands. Will it be the fear of the conservative sectors for our electoral presence the cause of so much defamation and lies?

We call for a new way of doing politics. For a Colombia that favours ideas and for a new way of communicating that adds up and does not exacerbate hatred. Our country has lived an internal war for more than half a century that have left deep wounds that must be treated with respect. We demand not to hit once more women and men victims of violence of different order and we demand that the channels and time agreed upon to apply justice be respected. We accept and respect them.

The Revolutionary Armed Forces of Colombia were a political organization with rules of coexistence and strict regulations for the combatants that defined the internal relationship and with the civilian population. Failure to comply with these rules were sanctioned according to their seriousness.

The organization developed a policy of respect and inclusion of women and opted for the construction of revolutionary values ​​in the men and women who formed our ranks. As a result of that policy, we managed to maintain our struggle for 53 years with the support of the civilian population and the solidarity of the peoples of the world.

In the dialogues in Havana, we discussed and agreed to submit ourselves to the Special Jurisdiction for Peace (JEP), but we also accept that those men and women who had committed acts unrelated to the political struggle should face ordinary justice. That determination was not included at the last minute in Congress, as some media have wanted to show.

The decision is contemplated in Point 5 of the Final Agreement (Agreement on victims of the conflict), article 40:

"Crimes against humanity, genocide, serious war crimes - that is, any infraction of International Humanitarian Law committed systematically - hostage-taking or other serious deprivation of freedom, torture, extrajudicial executions, forced disappearance, rape and other forms of sexual violence, child abduction, forced displacement, as well as the recruitment of minors, will not be subject to amnesty or pardon or equivalent benefits, all in accordance with the provisions of the Statute of Rome."

Regarding the issue of abortion, it is important that Colombian society knows that the internal regulations explained to women who were seeking to join the guerrillas that, due to the conditions of war, no pregnancies were admitted. The use of contraceptives was promoted and training was given for a healthy and responsible sexual life. Pregnant women had to make the decision to assume their maternity and withdraw from the guerrilla or terminate their pregnancy. The decision was of the woman and respected by the organization. If there are cases where the rule was broken, they will be judged by the JEP and the men and women in the process of reincorporation will submit to the decisions of the courts.
